Why was the Eighth plan postponed and What aspects did the Ninth Plan deal with?

    The eighth five year plan (92-97) was delayed by 2 years because of the Bofors Scandal and change in power of Congress Party in ‘89. Later, delay in elections due to Rajiv Gandhi’s assassination in ‘91 also led to postponement of the Eighth plan. The Ninth Plan (97-02) dealt with improving quality of life, making the generations more productive, improving employment and maintaining regional balance through self reliance.

    Well, though this happened in the passed we should not ignore it and rather learn something from it. Postponing plans due to deviations such as scams and scandals cannot be the right thing to do and rather the economists and bureaucrats should look up to some alternative options and implement the plans because these are things which change people's lives and eventually nations too!
