Why is the inflation rate low ?

I would like to get answer to the question that why is the inflation rate is shown less while the price of essential commodities are on rise. If we retrospect, we will come to know that the essential commodities are now getting out of reach of an ordinary person, be it the price of vegetables or grocery.

Can anybody suggest ?
