Turkey's PM has made it clear that it doesn't intend to have a war with Syria. However the military developments of turkey on the other hand indicate the other side of Turkey. I presume, the only reason why there isn't a war because Turkey is merely waiting for Syria to take the first chance of instigating the war. Any insights into this?
