Ever since the launching of the Community Development Project, crores and crores of rupees have been poured into a large number of village development programmes. A huge army of officials have been vested with the responsibility of implementing these programmes. Political leaders, legislators, village officials and engineers have been working out any number of plans and projects to be experimented at the village level. Innocent rural people have been anxiously awaiting the miracles to happen through these plans and projects. But paradoxically, these development programmes brought disappointment to many and prosperity only to a few. Though crores of rupees were spent they could hardly reach the needy hands. It could be guessed that out of the money spent for the village development programmes the larger beneficiaries are big farmers, village money-lenders, village officials, development personnel, engineers and political leaders. Much money has been invested and little has been harvested in terms of the real improvement in the life of the village people.
