Whether it’s good or bad, the Right To Education Act will definitely have a strong impact on the future of India. RTE or our ‘Right to Information’ has the power to change the face of Indian economy and everything else that has a say on the future of this varied nation. However let us know what exactly the RTE means and how can it change things. Meaning of RTE According to the RTE every Indian child in the age group of 6-14 years has the right to free education. The government has to compulsorily make arrangements to see to it that every child gets complete primary schooling (till class 8). It is required to improve the infrastructure of the rural areas, allocate sufficient funds and also see to it that students attend school and the fund allocated is fruitfully utilized. However the government cannot necessarily force and child to attend regular school. What it can do is spread awareness through various means which will include various incentives like mid day meals, scholarships and others. The children are the future citizens of this developing nation and thus it is imperative for any government to see to it that they are able to take up responsibility. To make Infrastructure Better The guidelines of the RTE which are to be implemented within three years from now include several necessary measures. Firstly the government should ensure a proper school within 5 km of every Indian neighborhood. The school should have sufficient number of qualified teachers to teach upto the fifth level. The school building needs to be an all weather building liaised with a kitchen, a storeroom and one room for every teacher apart from sufficient number of classrooms. For every 40 children there should be at least one teacher and a head is necessary if the number of students exceed 100. The school should provide the children with safe drinking water facility and a well stocked library that will include not only the study materials but also story books, magazines and newspapers. A playground too is necessary where students will be able to have modern recreation facility. Sports material, equipments and other necessary things need to be provided to the students for free. Raise Standard of education The curriculum of the school is to be standardized by the central government and time to time reform measures are to be implemented via the head teacher and other teaching staff. For innovation and capacity building, the centre needs to needs to provide necessary technical support and innovative resources. Advantage for the weaker sections For the betterment of the rural areas private schools are directed to have a reservation of 25% of the seats for the backward section of the community. The government will duly reimburse the fee but the schools are not to charge anything from the poor students. This is to be put into practice from the 2011 academic session in every Indian school. Vulnerable groups are to be identified and given due support within this time period. To improve School regulation and management The schools which fall fully under government regulations are to be managed by the SMC (School Management Committee) set up by the central authority. Within the next three years all schools (private and government) need to meet the requested norms and get their RTE registrations done. Failing this, the school will have to be forcibly closed. Immediate impact on Common man's Life Talking about the immediate impact on the life of the commoners, the first thing that the Right to Education will ensure that every child get a seat in a proper school. Admission cannot be denied on any grounds. Screening tests for admission in private schools are to be totally done away with for the backward class candidates. Teachers registered under the RTE cannot provide separate private tuitions and generate private revenue. Students will have to be promoted in the elementary classes regardless of their results. The students who have crossed 6 years of age and did not have the opportunity to attend schools will be given special classes in government schools to speed make up for the time they have lost. Money matters However, for all this to be implemented a huge fund is necessary. Teachers need to be trained and many school buildings need to be built from scratch or upgraded. Appointment of about 12 lakh new teachers under a certain regulation needs great management and funds. The centre is to contribute 65% of the fund in each state and the rest 35% is to be handled by the state government. An expenditure of INR 1,70,000 crores has been estimated over the next five year period. However, the prime minister and the HRD ministry are confident about the allocation.

Once implemented the Right to Education Act will ensure that we have an educated next generation and this will do a lot good to the prestige and development of the nation. The implementation will also require participation of the common men and it will generate many new jobs in India. However, it is too early to celebrate. Generally such plans have seldom succeeded in the Indian subcontinent. Rampant corruption has haunted the sub continent ages and it will not come as a surprise if all the funds just disappear into thin air. The Indian Government needs to enforce strict laws and proper officials need to be appointed to look into the proceedings. A huge responsibility will have to be borne by the local self government both in the urban and rural areas. Identification of the weaker class The selection and consideration of the backward category candidate too is a serious issue. It’s a good platform for corruption to held grip. The selection needs to be random and the 25% percent seats need to be regularized. How to help? As already stated, the Common Men need to involve them for the plan to really succeed. It’s the few corrupt politicians and Bureaucrats who damage the whole thing. Everyone should get himself aware of the rules and report any hint of corruption. People need to be vigilant enough to see the nation prosper.

India has lot of talent, but somehow it is lying dormant, because illiteracy has made them handicapped. This is the basic problem behind India’s failure. Government needs to realize that it’s their responsibilities to take measure, which can make India free from illiteracy. There should be free education for those who are unable to afford it. What is the Right to Education ? The Right to Education Act (RTE), which was passed by the Parliament of India on 4th of August 2009, Act describes the modalities of the provision of free education and compulsory education for all Indian children between 6 to 14 years under Article 21A of the Constitution of India. Our India became one of 135 Nations to make education a fundamental right of every Indian child when the RTE act came into force on 1 April 2010. The RTE Act grants every Indian child, between the age of six to fourteen years, the right to quality and free education. The RTE Act also specifies least norms in Private schools and in Government Schools, a reservation of 25 percent seats to students or children from poor families (to be reimbursed by the state as part of the public-private partnership plan). According to the Right to education Act 2009, no child shall be held back, expelled, or required to pass the board examination until the completion of elementary education. In RTE Act There is also a provision for special training of school drop-outs to bring them at par with students of the same age. The Right to education Act is the first legislation in the world that places the responsibility of ensuring enrollment, completion and attendance ,on the Government. The RTE Act 2009 guarantees all Indian children with disabilities to the fundamental right to education. Right to Education calls for improving infrastructure of schools and training of school teachers so that every child in India has access to a good an quality education. But this won't happen overnight. Every Proud Indian must make some noise and speak up, Our Nation has the potential to enter the world stage as a global super power. Child labor should be banned and not only by passing the law they need to check it time to time. there are still many children who are working hard to earn their bread and butter for the day. Education is very important for today's generation. it is the base of an indian child and until he grows up and become a full fledged professional. Education system in india is not that up to the mark and this grading system has made it even worse.
in my view government should realise what it is doing.. does it make any sense by introducing a public-private partnership plan??? should it not first improve its public school standards?? what about those children who are studying in those rotten public schools. government officials eat away the funds allotted to them and leave the poor children astray. who would like to go such a dirty place which is untidy and lacks good tutors??? and the government blames completely on families of those children. RTE brings a sense of confidence in children and they get all the right to study at the age of studying and not working.Studies are very important for any children as they are the future of the country and this act helps children to study at the age f playing and studying. the right age to work is after 16 or 17. Right to education allows children to learn and get education.
Right to education is an essential right of every child. There is a need of study in everyone's life as it makes people wise and broaden their thinking as well as gives them a sense to realize and analyze the things from both aspects. Right to education us enforced but still many children who are living below the poverty line are unable to see the face of school as they are thrown to the railway stations, bus stands and dhabas to work at the age of studying and playing. Illiteracy In India is at its height. UNESCO's Education for All global report-2007 announced that India along with Pakistan and Nigeria has 27% of world's out-of-school children. As per the report 72 countries wouldn't succeed in reducing their adult illiteracy rate by half till 2015, and India is already at bottom of that list with 70 lakh children not attending school.
How Indian Government Promotes Education? UNESCO appreciates efforts on part of Indian Government to beat illiteracy such as Sarva Shikshya Abiyan or Kasturba Gandhi Balika Vidyalaya. But only 4.1% GNP is spent on education by Indian Government, India gets 11% of aids which come from funding agencies overseas to West and South Asia.
