Our Existing parliamentary democracy has failed to safe guard the interest of common man. The present form of the representative government do not rule with the true spirit of democracy, where government is supposed to be, by the people and for the people. rather on the pretext of representing the people , elected members who hardly secure 20% of vote ( that also due to non availability of right options votes vote even for inefficient and unsuitable candidates ) behave like autocrats . The elected representative do not work and care for the concern of the people who have elected them. Our present form of government is nothing more than an aristocracy having a label of democracy. We need to change the basic nature of our democratic system. We need a participative democracy where elected members are directly accountable to the public on all issue and on all occasions, and this accountability should be exercised for deciding all important issues. The major problem causing lack of accountability in elected representatives is large no of people being represented by an MP or MLA. To limit the number of people represented by an MP or MLA we can make their election indirect. The MPS and MLAS may be elected by members of GRAM PANCHAYAT and JILA PANCHAYAT. As MPS and MLA will be elected by lesser number of people an effective control can be exercised on them. We also need to strengthen the role our local governing bodies like GRAM PANCHAYAT and JILA PANCHAYATS in law making. We can make it mandatory to get all issues to be discussed in parliament or legislative assembly and decisions taken by MPS or MLAS concerning people ratified by these local governing bodies before putting them in parliament or legislative assembly for discussion. This will result in people’s direct participation in law making The members of GRAM PANCHAYAT and JILA PANCHAYAT to be directly elected by public. The stand taken by elected members of GRAM PANCHAYAT and JILA PANCHAYAT on various issues should be based on the outcome of the discussions held with the people whom they represent. As elected members of GRAM PANCHAYAT and JILA PANCHAYAT represent lesser no of people they can be held effectively accountable by the people. In existing system accountability of public representative is only partially evaluated once in five years during election This lack of accountability from elected representatives in our present democratic system gives elected representatives an opportunity to overlook the interest of people whom they represent We need to remember, it is necessary that power flows from bottom to top. If power center remains near the public then concentration of power in few hands can be prevented which is essential for effective democracy. Higher the power center from the public and greater the number of people being represented by MP and MLA, results in concentration of power in few hands and in autocratic government
It is call of the hour that the owrld's largest democracy needs sturctural change. The power is now concentrated in the hands of a few people and as a result the word democracy has lost its essence. A structural change in the present form of democracy can bring a remarkable change to the nation and democracy will regain its essence in the true sense.
India is considered as the world's largest democracy. It has been 65 years since India became free from the British reign. It has now become essential that there should be a structural change as it seems that the nation is being ruled by the autocrats and democracy has lost its actual meaning and is now just been confined in the books. The concept of "of the people, for the people and by the people which is the whole soul of democracy has been lost. A structural change is a must in order to revive the lost essence of democracy.
